Is there a way to translate delimited text format into ordinary text?

I am working with a County and state database. The state will send me monthly emails with a one gigabyte database file for downloading. The data files will be in delimited text format. My question is, how can I turn this delimited Text format into regular text, if possible, in order to read quickly. I'm wondering if there is some type of program or app that can convert it into normal text. Because I really don't want to have to learn Microsoft Excel I don't really have the time.

    If you are using a .csv delimited text format, you can use the Excel application to open it directly.

    So what type of the file are you using?
