Publisher giving Error 400 code?

So...I've tried every single suggested fix listed here. I've also tried a few other crazy things and nothing has worked. I may be mistaken but I believe the issue is somehow connected to a much bigger issue I have with Microsoft.

Last year I had to abruptly terminate the email account connected to our 365 account. Because of the circumstances, I was unable to first de-register and then re-register the account. I was and remain unable to access the previous account. I have spent months trying to fully access our 365 account but am still experiencing issues. I cannot access one drive because it is still registered under the old email account. I cannot even access our overall MS account because it does not recognize the new email and id. Meanwhile, MS has no trouble charging us monthly for this account. Yet, when I attempt to get help from them so we are actually able to use the full suite of apps, they are unresponsive. Every one of our 365 apps has something a bit off and none of these respond to the "fixes" posted by more knowledgeable users. Getting assistance from Microsoft is a bit like trying to fly with no wings. I am incredibly frustrated! Sadly there does not appear to be any reliable solution to any of the issues plaquing the use of our 365 apps. This one with Publisher is just one more example of how when things go wrong with MS they go really, really wrong. Thanks for everyone's ideas anyway.

The fix is simple:

Go to programs, installed apps, choose microsoft 365- en-us click on the dots to the right and click modify. Choose repair online.

I am trying to create a custom border and get the same response - Bad Request - Header too long. HTTP ERROR 400. I am trying to find a picture from my own files to create the custom border. I think there is an issue with Publisher in creating custom borders in Windows 11 and it thinks I want to go online. I do not. I have never seen this issue and I have been creating my own borders for years, with great success.
