The most effective fix for office licensing that I have found:
Logout of:
Word
Teams
OneDrive
Edge
Credential manager:
Delete all Windows Credentials.
Registry:
Delete:
HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\Identity
Files to remove:
Delete the Licenses and Licensing folders at:
%localappdata%\Microsoft\Office\Licenses
%localappdata%\Microsoft\Office\16.0\Licensing
Reboot.
Give the computer a minute at boot.
Teams should automatically start.
Logon to it first.
Wait 30+ Seconds. Continue to chat with our client.
Open OneDrive
Sign in. Use the current folder.
Wait another 30+ seconds while OneDrive syncs
Chat with our client. They don’t bite. :O)
Open Edge
Logon to Office online
I use portal.office.com
Sign them in and then use the Waffle
Open Word and open a blank document.
Choose to edit it in the Desktop App.
As it opens the Desktop app it should
Ask you to activate office and succeed in
Licensing it. There are a couple of cases
Where I had to do this twice. The first time
It said it updated office and to close out of
Word/Office. Closed and tried again and it worked.
This method has been super reliable for me. 99% of the time.

on the user with the problem.
But I had to do it as a local admin, and then find the problem user Microsoft.AAD.BrokerPlugin_cw5n1h2txyewy folder.
I"ve not needed to delete that file yet. But will add to our list. That location would require Admin Rights.
One other thing we found lately that helps is to click on Start/Windows button. Start typing anything, so in the search of windows. Top right corner of that box should show your current user. If that user is having an issue it will say Verify user. If it will verify, then it helps with licensing.
I had one other really crazy user. None of the above would allow Word to Activate/license. The final thing that fix this user was to open Office.com in Chrome.. I know Crazy right. Open a word document in the browser. Then chose to continue editing it on the local machine. It finally took the Office licensing and worked. Microsoft's licensing right now is really bad. I hope they get the task they are trying to accomplish figured out so we can get back to our other work.
Update: Got the error again after few days, deleting that folder is not the solution. it ended up that we have to wipe the PC :(
