I am seeing it too, on odd-numbered pages in a document with mirror margins.
This happens even with a standard paper format.

The left and right margins/indents are correctly displayed. I expect that the text should get aligned to these. But, it is shifted towards right.
The file uses "mirror margin." The text on alternate pages are aligned correctly.
Actually, the horizontal ruler is fixed at its place. It should move left and right on alternate pages. This is not happening. Which setting is incorrect?

Both Charles Kenyon and I have now reproduced the issue (in a new blank document). I recommend that you report this from within Word via File > Feedback > Send a Frown.
I have also sent a message to the Office team at Microsoft. I will post back with any updates I receive.
I have sent a frown. But, I do not know how seriously my feedback will be taken, as I am an unknown person to them.
I think if they receive a few more frowns, on the same issue, it would help.
Please report, if already not done.
As far as I know, they take all feedback seriously.
However you may want to post on the public Feedback Portal and put a link back here.
That way, others who see this thread can vote and comment.

I would recommend a title something like "Ruler doesn't show margins correctly with Mirror Margins."
Is there a way to find out if they have taken any action on the submitted feedback?
