No, it is the same account across the board as I mentioned in my post, and as stated the OneDrive is part of the Office365/Microsoft365 package, so it is part of the same license and set-up.
As for the OneDrive sync postponing, I do so often when working with my Adobe Lightroom Classic because its files are also on OneDrive. I pause it so that it is not constantly updating to the cloud every little edit I make to photos. During this time I sometimes make use of Excel for tracking some things, but the message still pops up now and then.
So, to answer your question, pausing OneDrive and postponing the updates, dose not affect the banner message issue.
