One Note keeps switching from drawing (Apple Pencil) to Text Mode. I am using the App on an iPad.

If you haven't opened the issue to our related team and you are a tenant administrator, I suggest you open a support ticket to our related team as soon as possible.

If no, please contact the administrator to do that.

Dear Shayna,

I suggest you first turn off both Draw Mode and Text Mode, reset the OneNote app via the steps in Reset Microsoft OneNote between users on a shared iPad or iPhone - Microsoft Support, restart the iPad and then re-open the OneNote app on your iPad, enable Draw Mode to see if the issue goes away in your environment.

This is not working in iPad Air 4. Many of my friends have this issue. It’s so annoying.

I have reported this multiple times. Nothing changes.

This is purely a microsoft issue.

I've switched to goodnotes, it works infinitely better.

I never had a problem like this with Notability.

This is an MS Problem
