Receving serious error messages

Attempting to open a specific PPT and receiving the following error message:

"The last time you opened 'Project.pptx', it caused a serious error. Do you still want to open it?"

After clicking yes, Powerpoint crashes and fails to open.

I have enabled the PPT on the add-ins menu and my version of PPT is up-to-date.

How can I resolve this issue?

    1. Where is the specific presentation stored, locally or in the online drive?
    2. I assume the situation happens in opening a specific presentation. If so, what if you open it in other apps, like OneDrive for Android, the PowerPoint web app (go to www.office.com and click the PowerPoint icon), or the PowerPoint application on other devices, does the situation happen again?
