Cannot download MS Translator Offline Language Packs

I can't download an MS Translator Offline Language Pack onto my android.
It's been more than an hour and it's still not installed.

It's a brand new phone.

Hi Tim,
Thanks very much for your reply.
I cleared the cache and was able to download one of the two language packs that I need.
Then I restarted the phone.

The second language pack would not install.

So, I cleared the cache and restarted the phone again and it installed!!!
