From your description, it seems that the administrator creates some trusted named locations in Security in Azure AD and create a Control Access policy based on the location for Microsoft Forms.
If yes and if you aren't the administrator, you may have no access to the policy to modify or delete it. I'm afraid that you may contact the administrator to do that to skip the policy.
