Same issue in our office. All users with O365. It started over this past weekend (07/09/2022). Only Excel files when doing a Save As, Browse. Some users experience it with File Open.
All other applications work without issue. Nothing in event viewer shows any problems.

I tried the 2209 version you listed and it is still broken for me. Been trying every version I can find to no avail.
Actually, I have 2209 (15619.20070) in testing and it was working great until yesterday. The only thing that changes was that I applied some Windows Updates. 09-2022 September Roll Up feature update, .Net 4.8 update and a Security patch were the three updates that were applied throughout the day on Monday, and the problem reoccurred starting Tuesday morning.
Not sure if the updates have anything to do with it, or if something changed, but it definitely is a problem again. Probably going to roll back to 2206 build that was stable.
I do confirm that running both of 16.0.15330.20264 Or 16.0.15601.20148 have the same problem of tying to connect message
not only in excel but related in outlook too (when you try add attachment)
current setup we use is with roaming profile(folder redirection user)
rolling back to 16.0.15225.20288 fixed the problem
While the message "trying to connect" is displayed, we can observe the computer trying to connect to each Domain Controller of our domain oh HTTP port 80 !!!! too validated from client firewall log. please share if fix is already done
This is still a problem in Microsoft® Excel® for Microsoft 365 MSO (Version 2209 Build 16.0.15629.20152) 64-bit.
