Why are my excel popup windows transparent?

For some reason, popup windows requiring dialogue are transparent, e.g. "Hide/Unhide" worksheets in a workbook. Eventually they appear normal, but very annoying. Affects other popup boxes as well.

    I am having this issue in Excel also; however, it is now happening in Outlook too. Maybe this is more of a windows 11/office issue.

    Same issue.

    i did check 1 -You can open your Excel applications in safe mode to check whether it related to add-ins

    not related to an add-on

    i went to do check 2 - but i do not have the option - Try disabling hardware graphics acceleration for Excel application

    i also tried check 3 - If still can’t work, please try torepair an Office application to fix the problem

    I did check 4 - you can perform a clean boot in Windows

    it cleared up the issue for a few weeks. but it just came back. (2/11/23)

    I checked my windows updates and nothing happened since 01/28/23Image

    1. Is this a problem with all Excel documents? Or some specific documents?

    -----i have seen this issue on multiple excel files i have used today (2/11/23)

    3.Confirm whether other applications also get the same problem (pop-up dialogue windows transparent)? Such as PowerPoint or Word and etc.

    ---i have never seen with issue with word

    4.Does this issue happen to new created files?

    ---when i open a new excel file i do not see the issue.
