I have experienced this issue starting at August, but I think I may have had similar symptoms a month or two beforehand. For some reason, at first, the outline seemed thinner and the white seemed bolder (I don't know how else to describe it). Interestingly, this was from not updating my Windows 10 for over a year. After updating, it seemed fine. August rolled around and my cursor turns white, as the problem is. However, this problem only happens ONLY ON YOUTUBE. I may rarely get it on the URL blank, but every other time is when I hover over text on a YouTube webpage on Chrome. I thought it was a Chrome update issue specifically (since I'm running version 86), but it would not have made sense for a browser having the ability to change your cursor at all. I read through all of this to find a solution, and I found turning the "Display Pointer Trails" on and off to semi-work. While the issue still happens, it turns black once the cursor stops, and stays black for a bit. If I don't hover text for a certain time, the cycle repeats. I might test this to see how long this would last, but I feel the anguish this thread is facing. I have a AMD Ryzen 5, so it definitely could be a AMD issue. Wish I could share more.
