Outlook Mobile Add-ins enabled, but blocked

I'm trying to deploy the "Translator for Outlook" app for smartphones. We are using Intune to manage our mobile devices. However, all our add-ins have been added in M365 Admin > Settings > Integrated apps.

All the other add-ins are showing up in Outlook just fine, but Translator for Outlook shows under "Your administrator has blocked these add-ins for this account", and can't be used in Outlook mobile.

We initially deployed the app using the 'entire organization' option, but then changed it to a group that contains all employee accounts (no admin, shared, or role-based accounts). Still doesn't allow users to use the add-in, regardless of whether the device is enrolled in Intune or not.

Was wondering if anyone had any ideas of a way to fix this. I've already opened a support case with Microsoft, but got nothing so far.
