Just got this as part of my support case, looks like it should be OK now.

There was service degradation: OP283538

More info: Impact was specific to all versions of Microsoft OneNote excluding OneNote 2016 and web client. Windows 10 desktop client, iOS and Android mobile app versions were all impacted.

Final status: We've confirmed that a recent deployment intended to provide optimizations for service stability inadvertently introduced a regression in service logic, resulting in impact. We've reverted the affecting change and confirmed that impact is mitigated.

Start time: Wednesday, September 1, 2021, at 5:30 PM UTC

End time: Tuesday, September 7, 2021, at 7:00 PM UTC

Root cause: A recent deployment intended to provide optimizations for service stability inadvertently introduced a regression in service logic, resulting in impact.

The service is restored now.

I began experiencing this issue with OneNote for Mac well over a month ago, and in fact, it was one month ago today I contacted support the first time. That resulted in support making the issue far worse and I loss a large amount of my content, which I contacted support a second time for three days later. That resulted in an hour and half of my time wasted for support to do absolutely nothing at all. Hoping the third time would be the charm, I contacted support a third time the following day. For an hour I was bounced between a screen share with support literally just creating random notebooks, rearranging sections, etc., and calls from support where I might as well not have even been on the phone. Half the time I couldn't hear a word she said for what sounded like two men yelling and talking over her. In the end she stated she escalated the case to higher support, and I would be contacted by phone the following day around the same time of day. Not only didn't I receive a callback, but I received an email two days later "to confirm that your support case has been closed" and it was dated the same day I was told it had been escalated.

So, basically support wreaked havoc then abandoned ship leaving me with no choice but to restore my OneDrive because the majority of what THEY caused me to lose in OneNote couldn't be replaced.

Unfortunately, while I was able to recover a lot of what support had caused me to lose, I in turn had to sacrifice a substantial amount of files to restore OneDrive, and that will take a significant amount of time to get back. In the meantime, I'm still experiencing the same issue with OneNote, and haven't been unable to use it for over a month.

Suffice it to say that I'm beyond infuriated considering I purchased 1-Year Microsoft 365, which over a month has been wasted so far, and support couldn't even offer to make that right.
