Actually, I went to analyze this case more deeply, and it seems that microsoft removed the excel traductor insert function, as you can see. I tested both the web and local versions, and both with the same purpose. in word works normaly.

I've attempted to follow the above mentioned steps but unfortunately the insert option isn't displaying. I'll have to translate column for column.
This symptom may represent an error in the excel configuration files or in their libraries, initially recommended is to perform a repair.
Follow the steps below to see if it has been resolved.
1- Click on the Windows "start" icon (bottom-left corner of your screen).
2-Click on "Settings". ...
3-Click on "Apps". ...
4-Select "Microsoft Office" (or "Microsoft Excel" if you do not have the full Office installation).
5-Click "Modify".
6-Choose from "Quick Repair" or "Online Repair".
