    It is simply that changes to all of the bibliography styles, not just APA, are near the very bottom of the MS priority pile.  MS will eventually provide an update to include APA 7, in a year or three down the line. It will almost certainly be limited to 365, and maybe Office "VNext" when ever that is released.

    The whole point of subscribing to MS 365 over the one time MS 2019 so that any new changes to its platform and applications can readily be updated within the Office Suite itself, however, it seems that it does not apply in this case. Sad.

    It can, and WILL BE, ... , eventually.  When someone, most likely MS, takes the time (and therefore spends the $$$MONEY$$$) to program the required "XML" program code to make Word understand the APA rules.

    In theory, a third party could create the required XML code and share or sell it. I've suggested this idea on the APA site a few times now. It would be a competitive advantage for them if they could work with MS to ensure that any changes to their standard were released by they APA and MS at the same time ...
