I have the same problem with Office 365 MSO (16.0.11929 20234) 64bits installed on a Surface 6

the only way to scroll is using using the arrows when the keyboard is attached or a remote control pointer but no scrolling possible with touchscreen

On my three devices with this problem, the build and version of the Office suite is Version 1907 (Build 11901.20218 Click-to-Run). It is 32-bit Office on 64-bit Windows.

I found this issue happened since v1907 updated on 13 August, then v1908 update didn't fix this issue.
Only can't scroll when started slideshow. In editing mode I can scroll notes using touch screen
