When printing with Excel, the page layout is being affected by display scaling. I had it set at 125%. A spreadsheet that normally prints to 6 pages is trying to print to 9 or 10 pages. Adjusting the page size in "page break view" does not fix the problem. This is with the setting, "fit all columns on one page". If you simply reduce the *print* scaling (by a percentage, instead) until it print on only 6 pages, the sheet appears more narrow than it normally does.
If you simply set the display scaling back to 100%, it fixes the problem. Display scaling should only change what I see, not how it prints.
Furthermore, checking the box under excel shortcut: "disable display scaling on high dpi settings" does NOT disable the display scaling for excel like it should. I had to completely shut it off under display settings to resolve the problem.
Edit: Added *print* to the scaling option I was referring to. Please note display scaling setting is in windows and print scaling is in excel.

This was on my work PC. It won't be upgraded till later this year. I used my test file on my home machine. It has 32 bit office, and windows 10 pro 64 bit. Exactly the same results as above. Page one is different. Please note I also tried 150% DPI and same data shows on page 1 as 125% DPI.
So,
different PC,
different OS,
different office,
same problem.

I have tested the file you provided and can't repro this issue on our side now. Since the issue also happens to your Win10 machine, could you please provide a video reproduced in Win10 machine via PM for our check? Because within it, we can involve the related team to keep assisting you on this issue.
By the way, when changing display settings in Win10, you don't need to log off the account.

Even in windows 10, the DPI settings do not fully take effect until you sign out of your profile and sign back in.
I tested without signing out, and the problem does not occur. Excel also does not look very sharp until you sign out and sign back in. I retested after signing out and the problem still happens.
You need to sign out in order to reproduce the trouble. please try this.
It might also be worth it for you to try it out on a machine with an nvidia video card. Both machines I have are using them... and the problem is obviously somehow related to video settings.

Thanks for your sharing. From your description "Excel scale issue" and "Excel also does not look very sharp", I agree it is more like an display/video card issue. You can also try other non-office apps to confirm this.
You can check different verisons of Nvidia display drivers, configure the Nvidia Control Panel, see if there's any related settings.
Since most of the settings need to be configured from Windows/Nvidia side, we suggest you post thread in Windows 10 category or Nvidia support forum to invovle more resources to help you.
