When printing with Excel, the page layout is being affected by display scaling. I had it set at 125%. A spreadsheet that normally prints to 6 pages is trying to print to 9 or 10 pages. Adjusting the page size in "page break view" does not fix the problem. This is with the setting, "fit all columns on one page". If you simply reduce the *print* scaling (by a percentage, instead) until it print on only 6 pages, the sheet appears more narrow than it normally does.
If you simply set the display scaling back to 100%, it fixes the problem. Display scaling should only change what I see, not how it prints.
Furthermore, checking the box under excel shortcut: "disable display scaling on high dpi settings" does NOT disable the display scaling for excel like it should. I had to completely shut it off under display settings to resolve the problem.
Edit: Added *print* to the scaling option I was referring to. Please note display scaling setting is in windows and print scaling is in excel.

It pains me to see all of this microsoft is making you go through, I have the exact same issue on windows 10 and have sent them videos as well, they just dont want to admit they have a problem here, as they have yet to get back to me. This is a bug, fix it. Stop giving everyone the run around and admit it.

Apologize for the delay. Thanks for the detailed screenshot and repro file.
I tested again with the file you provided. But I got the same result that the change for scaling value of Display in Windows setting won’t affect the printing of the workbook in our side.
Since the behavior persists after you updated the Office version and tried other troubleshooting steps, it isn’t related to specific Excel version, but more like Excel and Windows 7 compatibility issue, and seems only happen to your windows version.
Considering mainstream Support for Windows 7 Service Pack 1 has ended (Extended Support which contains security updates is still available) according to this article. Could you please upgrade to Windows 10 to see the outcome and receive the best user experience?

I would have to produce at least two videos, as you must log out of windows for DPI settings to take effect.
I don't know how you are testing it, but I am going to PM you an excel file that I just produced for you. I would like you to use that in a test. Please note, the file is not saved or changed in any way between Display DPI setting changes.
With display scaling turned off, the test file the cell displayed in the bottom right of the first page is 9-47 (column 9, row 47). See below.
With display scaling turned on in windows, and set at 125%, the cell displayed in the bottom right of the first page is now 10-47, (column 10, row 47). See below.
This is the problem. Please confirm you cannot reproduce this with the test file I PM you. I've been pretty explicit about what I am doing. I don't see how a video will help you. It will just prove what I am saying is actually happening.

I have got your point that you mean the setting of scale in windows affects Excel printing while the setting should only change the display. Thus, you find you may select the Disable Display Scaling On High DPI Settings to fix it. However, you tried but with no avail.
I tested on our end in win7 and win10. On these two OS versions, scaling in windows won't affect Excel printing. Thus, whether I check or uncheck the Disable Display Scaling On High DPI Settings in win7((no such option for Excel in win10), there isn't influence and Excel prints normally.
Since we can't repro, to narrow down this behavior on your end, could you please try the following troubleshooting steps to see the outcome:
- Please open Excel in safe mode to see the outcome.
- Please perform a clean boot in Windows and then launch Excel to check whether it is related to some software conflicts.
- If neither of the above suggestions work for you, please follow the steps in this support article to repair Office application.

I've done all three of these things with the same results. I did the full "online" repair.
