When I have excel open, even a tiny spreadsheet, and move the window around the screen there is severe lag. The window can keep moving around the screen for a few seconds after I have stopped moving the mouse. I am running windows 10 with all updates installed and Office 365 with all updates installed.
The lag gets worse when connected to an external high res monitor.
This problem does NOT occur with any other application window which can be moved around the screen as fast as I like with no lag.
I am running Surface Pro 3, i5 8Mb Ram with all updates installed.

This has just started being a problem for me on my laptop and only for Excel.
No fix in the 11 pages of thread here works.
Clearly an Excel update issue.
Not changed any peripheral hardware on this laptop for months.
Will see if I can roll back the latest Office update and report back.
Have the same issue on a 144Hz monitor with a G502 mouse, don't want to turn down polling and definitely not disabling the ability to view content while dragging as they're both needed features.
Amazing how many things MS still hasn't gotten around to fixing even though this is going to be a problem that will soon drastically get worse as more and more monitors get higher refresh rates, only half of the ones in my house are still 60Hz, rest are all 75->144Hz as they were all cheapish.
This happened to me after a recent WIN10 update. I'm using Office365 and had no problems until a couple of weeks ago.
I found that if I left-click in the top left-hand corner of the green bar at the top of the spread sheet, a small drop down box appears. Left-Click on "Move" and a small + icon appears in the middle of the green bar. Left-click and hold on the + icon, and then you can move the the spreadsheet around the screen.

I installed the Logitech Setpoint software, which apparently activated high-polling-rate for the nice G5 mouse I have been using for years. This caused repositioning of MS Word window to be rubbery (very laggy).
In an earlier post, I read that USB update-rate was the issue. (MS apparently attempts to fully recalculate the contents of the Word (or excell) window for EVERY repositioning update it receives!)
The solution (for me) was to open Logitech SetPoint, go into the mouse Game Settings tab (the tab with the symbol that looks like a Chess rook), then click on the blinking "Advanced Game Settings" button on the middle right-side of the screen.
Near the bottom of the screen is the "Report rate (reports per second) control.
It was set to 500.
I changed it to 125 and clicked OK.
Moving the MS Word window around now works like it used to. No visible lag.
ON a depressing note:
Given this is the 3rd decade of the 21st century, and all machines are now REQUIRED to have Graphics Process Units (GPUs) to run windows, WHY hasn't Microsoft applications division ported this software over to execute portions on the GPU. THEN we could reposition the window at arbitrary speed. The applications-programming division at Microsoft seems to be lagging!
