The root of the problem is the way Excel is programmed to write the application to Windows. The key to remember is that EACH of the "Office" programs was designed and built independently MANY years ago. So the design and code was specific to the needs of the application. So, yes, I agree while A work-around to the problem is reducing mouse scan rates, the actual problem is in Excel itself.

is this is the wrong place to be asking it! You need to submit a "bug report" feedback to MS. The more people who use feedback to complain about this problem, either by tagging on to an existing feedback or by creating a new one , the more likely MS is to act on the problem. It helps if you are in a business situation and you can explain the business cost of this problem.
