I'm not sure if you have read through this thread but if you have you will see that there are hundreds of users with similar problems and remains a very irritating Microsoft bug for them.
On my setup the problem appears to have gone away and I can now whiz excel windows around my screen without any delays or jerkiness, so somewhere along the line MS has pushed out an update without telling anyone.
I tired all of the suggestions from board members but nothing worked for me and I just gave up. The mouse polling rate is a red herring as although it clearly has an effect on the window refresh, it does not fix the problem and I am using a bog standard Logitec M325 USB mouse with windows drivers and can not adjust USB polling rate anyway. The work around of turning off the window contents when moving did fix the slow jerky movement but that was not a fix, only a poor workaround.
For others still experiencing the problem my s/w versions are:
Win10 ver 1903 (OS build 18362.418)
Office 365 Excel ver 1909 (build 12026.20334 Click to Run)
If users update to latest s/w versions then maybe like it did for me, their problem will go away.
