Why does my excel window lag so much when moved around the screen? no other app windows have the problem

When  I have excel open, even a tiny spreadsheet, and move the window around the screen there is severe lag. The window can keep moving around the screen for a few seconds after I have stopped moving the mouse. I am running windows 10 with all updates installed and Office 365 with all updates installed.

The lag gets worse when connected to an external high res monitor.

This problem does NOT occur with any other application window which can be moved around the screen as fast as I like with no lag.

I am running Surface Pro 3, i5 8Mb Ram with all updates installed.

    This is to let you know that it happens with any kind of mouse. My humble 5 bucks HP mouse does the same thing. Moving around ONLY the EXCEL window is SLOOOOW!

    Indeed, I have Windows 10, Logitech wireless mouse. Same problem as everybody has described here.

    All other windows drag easily, with no lag whatsoever. The mouse drag lag only happens in Excel and Word,  I tested it in Powerpoint and it drags normal. Even turning off the 'Disable hardware graphics acceleration' in Excel won't fix the issue. It is some weird setting, maybe a secret setting that we can't change or just a bug. 

    Microsoft has to change this because it's really annoying.

    While i do agree this is helpful information for Microsoft to fix the problem, it is not a problem to use a game mouse on high poll rate. Micosoft please fix excel as our other office applications work fine with the same poll rate.

    I found problem. Problem is game mouse. I have HP omen steelseries.  We need settings Rolling rate smaller that 1000.  Microsoft must this error repaired

    I install new build windows 1809 yesterday, i have same problem with Excel (sometimes word),

    Build windows 1809

    Office 2019

    PC:

    i7

    16GB RAM

    SSD

    GTX 1070Ti
