#2 you work for a multi-billion dollar company with 10 of thousands of Office licenses, who is losing truck loads of money because of this problem. Your IT department would have a dedicated sales rep who would have a hot line to the developers ...

The Feedback Hub is only in Windows 10, search for it in the start menu or use the <WIN><F> shortcut.
Otherwise you can use the "UserVoice" websites to submit this problem
