See some of my initial posts for the use cases - if you are trying to debug. With all due respect, I think we are in a loop and we are not making progress.
It fails in Office 2016 also. It is only with Office files (e.g., not pdf). The files must be on OneDrive in order to fail (e.g., it is fine on a local drive for me).
As reported earlier, the key, I would think, is to hover over the vti link in the popup, You will then see an attempt for a "shtml" file. I would start with that as a source of the problem. Again, the popup is a problem but the link on the popup seems like a great clue - hover.

I just opened Excel 2016. I was automatically singed in. I signed myself out and signed back in. I haven't gotten the pop-up yet. I will try on my other devices.
It gives me this pop-up message ... "Tell us the account you want to use to open _vti_rpc."
I try to sign in with account and password, but it reopens the same pop-up over and over. It's not really an issue ... it's just really annoying =) ...besides that it saves all of my changes etc.
It happens with Excel files saved in OneDrive also. PDFs work fine. No pop-ups. It seems to only be Office documents and it only happens when I close them.
