I have an Acer Aspire ES 15 running 64bit Windows 10 and Office 2010 Professional.
I've just built this machine from new and the only application or situation where 2 fingered scrolling on the touchpad doesn't work is Excel 2010.
Following some online advice I ran a fix which didn't fix it.
I also uninstalled Office 2010. That's when I found out Office 365 was pre-installed. I uninstalled that as well. I have now performed a fresh install of Office 2010 and still have the same problem with Excel 2010 only.
Btw, this is happening for all excel files whether they have freeze panes or not.
Any thoughts or help would be much appreciated.

After last week's windows update (March 22), the scrolling problem has been fixed.
At least it is fixed for me and many other people.
I confirm, there is the same issue of vertical scrolling not working with OneNote.
I have the same problem with Excel (Acer Nitro Spin):
Windows 10 version is 1709 (Build 16299.309)
Office: 14.0.7015.1000
Also, I just learned that the vertical scrolling does not work in my One Note. Hope this helps.
After updated Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4089848), It's fixed for vertical scrolling only and horizontal touchpad scrolling still not working .
Version 1709 (OS Build 16299.334)
MS office pro plus 2013 (15.0.4420.1017)
