I have one section of one notebook in OneNote that keeps coming up with Couldn't Sync and showing the Error Code: 0xE0000007. I have gone through all the steps shown online:
Open the OneNote online, then open the Notebook section and use 'Open in OneNote' to open it on my desktop. Then try to sync - failed
Copy (not Move) all of the notes in the affected section to a newly minted section, delete the original section and sync the new one - failed
So I tried making some minor changes in the section, re-synced, got the 'Couldn't Sync' error, but when I check back online all of the changes I made have synced. Why am I getting this error?

I have had on/off sync errors as soon as i bought my mac last year. Its not the newest one, but using one note in medical school has been my biggest regret. There is no reliability with it and extremely poor customer service to fix sync issues. My error 7 also does not sync but I cant afford to go back to the previous version only to find out it deleted a whole blocks worth of medical notes.
I am also under the impression that this issue is more serious than a false positive as it does block the syncing of all notes created in OneNote for mac toward other devices (even newly created bloc notes). I use OneNote extensively between a MacBook Pro and my Android phone and faulty sync it a huge time waster and can result in data loss.
It is possible that this issue in mostly touching users on the latest Macbook generation? If so, it is possible that the number of impacted users is to small to generate a fast answer from Microsoft.
I love OneNote but at this point I will probably use an other software until this issue is resolved by an update from Microsoft. Evernote and Google Keep are probably alternative solutions to consider in the meantime. They are not as good but the synchronisation is fare more reliable than the current OneNote version for MAC.
This issue has become an annoyance blocking issue not to be discarded as a false positive. Version 15.38 is supposedly required to proceed to macOS 10.13 "High Sierra" with a working Microsoft Office suite. Please take this comment as an up vote to resolving this issue with all diligence.
