This is Kentaro, another member of OneNote team. We're sorry for not being able to provide resolution to your issue to this point.
Since the problem come back after you close and reopen the notebook that contains the problematic section, it is likely there's some problematic data in your quick note section.
I have a few more question to improve my understanding of your problem, hopefully you don't mind answering.
- When OneNote becomes "stuck" after going to your problematic "Quick Notes" notebook, are you still able to interact with the application (such as go to some other notebook, or click on "File" tab to let get Notebook Information?
- Are you able to see the problematic section from browser version of OneNote?
- How many sections do you have in the Quick Notes notebook? If there's only one, it might be worth trying to create a section from the browser version of OneNote and see if the OneNote application on Windows is able to sync it and show.
- In the screen shot you originally attached, I don't see a tab with plus '+' sign where you would normally see the sections. Were the quick note section editable on the OneNote application that you are now experiencing problem?
