After Last Update Scroll Inactive Windows Doesn't Work With Excel 2016

After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first.  This is a major inconvenience.  Is there a fix for this?

    To further assist you with your concern, we suggest that you uninstall Excel then reinstall it. Here's how:

    1. Right-click the Start button.
    2. Select Programs and Features.
    3. Right-click Microsoft Office product then click Change.
    4. Select Add or Remove Features.
    5. Click Continue.
    6. Click Microsoft Excel then click Not Available.
    7. Click Continue.
    8. Enable it again just the same steps with the above after reboot, but choosing Run from My Computer this time.

    Having the same issue.  If my Excel window is active then the scroll inactive windows won't work anywhere else.  If my web browser is the active window it will scroll inactive windows normally except for Excel.  I tested with Word and it works correctly.  Only Excel is affected for me.

    Excel 2013 user here.

    Side question: Don't you guys test these Windows updates before you just force them on everyone?  It seems to me you throw something together and figure people will test for bugs/issues for you.

    Can anyone please confirm whether the "latest" suggestion of reinstalling Excel actually fixes the problem?

    Even complete reinstalling Office with system cleaning (o15-ctrremove.diagcab tool) don't fix this problem. For now the only real solution I know is uninstalling the update KB3197954 and hide it to prevent automatic downloading and installing again.

    Update on my previous post:

    It does seem to be specifically an Excel problem -- inactive windows will scroll, except when either:

    1. Excel is the active window, in which case no other windows will scroll; or
    2. any other window is active, in which case all windows except for Excel will scroll.

    This includes MS Access, the only other Office application I regularly use. Access gets along fine with other apps; only Excel has the problem. I think I'll pass on the uninstall/reinstall "fix" until there's word that this actually fixes the problem that has by now obviously been shown to be a side-effect of the recent Windows Update.
