After Last Update Scroll Inactive Windows Doesn't Work With Excel 2016

After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first.  This is a major inconvenience.  Is there a fix for this?

    I am on a newer version that this with all updates.  Still broken for our company.  I did not want to read through all of this so If i double up my question I am sorry.  Is this only affecting 32-bit office on 64-bit windows or does it affect 64-bit on 64-bit.  We are using 32-bit office on windows 1802 64bit windows 10 version is 10.0.17134.112.
