After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first. This is a major inconvenience. Is there a fix for this?

Dear Compassionates
It's now over a year since Microsoft caused the scrolling error with patch KB3197954 from October 2016.
Since then, nothing, but indeed nothing happened!
Also we did not receive the slightest help from the forum master, except repeated stupid questions for mouse brand and -build, etc. I confess to the stupid questions, because in countless posts other (hardware) configurations with the same problems were described again and again. And the help? I’ve never read anything like: "the error has been forwarded" or "the error has been detected".
Thanks to "WizMouse" I survived until now, although two open Excel windows at the same time are not handled at all. Since I do not give up my hope for a comprehensive repair, I am getting back to you.
Maybe I have a hot address from where the problem will hopefully be forwarded to the right person at Microsoft!
Therefore, I ask you for your current (and previously updated)
versions of
- Windows 10 (8.0, 8.1, ?) and
- Office 2013, 2016, 365, ?
where you can confirm the scroll error.
Finding the versions
Sorry, I only have a German version. A translation to English would not be accurate enough.
In my case, after the (October 2017) patch KB4041676, resp. after the Fall Creators Update, this looks like follows:
Windows

All other hardware and software components - I think - are irrelevant, unless someone can tell about other experiences. Of course, the following (mouse) setting also applies: Inactive windows: Scrolling: ON

October 2017 - still not working. Running version 1708 (Build 8431.2079) and Windows 10 up to date on the 6th of October.
Here it is September of 2017 right at year after this bug was reported without a fix. This is a major bug.
