After Last Update Scroll Inactive Windows Doesn't Work With Excel 2016

After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first.  This is a major inconvenience.  Is there a fix for this?

    It is working for me right now.  Both ways - when Excel is the primary active window, it scrolls on hover, and all other inactive windows scroll on hover - and when any other program is the primary active window, the inactive Excel window scrolls on hover, as do all other windows (regardless of program - that I've tried so far - including the before mentioned iTunes).  I'm so happy.

    Edition:  Microsoft Office Professional 2010 (Excel)

    Version:  14.0.7190.5000 (64-bit)

    Same here. When Excel is in focus other programs won't scroll on mouseover. Excel will scroll on mouseover when another program has focus, however.
