I noticed an improvement. It works one way, i.e.:
If any other window (Word, Edge, iTunes etc) is active, the inactive Excel window scrolls on hover, as do all other active and inactive windows.
On the other hand, if Excel is the active windows, NO other window scrolls on hover. It seems that once the Excel is active, it does not allow any other window to scroll.
Not the final solution, but a step forward!
