After Last Update Scroll Inactive Windows Doesn't Work With Excel 2016

After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first. This is a major inconvenience. Is there a fix for this?

I also run OffCAT on my own PC with these results:

Information Rights Management

Microsoft Office Home and Business 2013 doesn't support Information Rights Management S

You have Microsoft Office Home and Business 2013 installed. It does not support the

Information Rights Management feature.

VBA

Office 2013 configuration prevents VBA from running Miscellaneous: Miscellaneous

There is incorrect/missing registry data that is preventing VBA from running. Please click the

'Click here to see possible solutions to this issue' link for information on how to correct this

issue.

Please remember, that I could confirm the problem on several installation, even on a fresh installed Excel 2013 in a VirtualBox.

Now, I find it's the time of Microsoft to become aktive!

Cached Credentials

Profile type =Local

Windows Update user-controlled setting

To further troubleshoot your concern, we suggest that you run Office Configuration Analyzer Tool (OffCAT) for a detailed report of your installed Office programs.

Excel 2007 Windows 10 (newest build) on 2 different Notebooks (Sony Vaio, resp. Lenovo, 2 month old) works fine

Excel 2010 Windows 10 (newest build) on a HP ProtectSmart doesn't work

Hello Peter,

I don't see any disagreement between us, just different wording/conclusion steps (or different understanding what KB3197954 could be).

Without having tested or confirmed it in any way I currently fully agree your conclusion, "KB3197954 released the problem" (others said the same). Based on this conclusion I went one step further and concluded KB3197954 must be an automatic update specifically for Excel.

With "automatic update for Excel" I interpret KB3197954 interacted with Excel 2013 and according others also with Excel 2016, but KB3197954 did not interact in same way with Word 2013 or Windows 10, because the Windows 10 functionality "scroll inactive window" is still working around Word ("scroll inactive window" just doesn't work any more around/for Excel be Excel the active or inactive window).

As other people reported exactly the same negative/bad change we encountered the most important next step/feedback would be, can Microsoft see/confirm the problem, that around Excel 2013/2016 the Windows 10 functionality "scroll inactive window" is not working in the most current update (after KB3197954).

{If to the contrary somebody would inform here that he has Windows 10 (automatically updated, this means KB3197954 installed) and around his Excel 2013/2016 the "scroll inactive window" is working we would be obliged to find other possible interaction reasons}
