After Last Update Scroll Inactive Windows Doesn't Work With Excel 2016

After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first.  This is a major inconvenience.  Is there a fix for this?

    I tried this and it broke some display settings or fonts or something in Excel.  I'm guessing that I would need to change the default program for some additional Excel-related file types.  Anyway, I reversed it and am living with the issue for now.

    The copy Excel2.exe must be in the same folder as excel.exe

    Indeed. The first file it asked for was MSVCR90.dll. I did a search and found something like MSVCR75.dll in a drilled-down folder, so just for the heck of it I stuck it in the folder with EXCEL.exe and Excel2.exe and renamed it to MSVCR90.dll. Then when I opened Excel2.exe it gave me the error "The procedure entry point _CxxFrameHander3 could not be located in the dynamic link library C:\Program Files (x86)\Microsoft Office\Office14\EXCEL2.EXE"

    I haven't checked every post that said this worked for them, but the ones I was able to find seem to all be Excel 2013 or greater, so maybe this is a fix that just doesn't work on my 2010.

    The copy Excel2.exe must be in the same folder as excel.exe

    Did you notice following info of mcdanjw (4 messages above your message):

    Creating a copy of the Excel executable, naming it Excel2 and then setting it as the default program to open Excel files solves the problem.

    I just basically verified and in my understanding this is fixing the problem when having only 1 Excel window open (but this way still leaves 2 problems a) it doesn't solve the problem when 2 or more Excel windows/files are open and b) it requires additional settings/creates new inconveniences).

    I confirmed mcdanjw way by

    1. Creating a copy of excel.exe   and also by
    2. Renaming excel.exe to another name

    When opening Excel by double click on the copied or renamed excel.exe the scroll inactive window works correctly with 1 Excel window involved (with 2 Excel windows open, there is no separation between the 2 Excel windows, but separation to other program windows).

    I am still struggling to find the correct Windows 10 procedure "to set the copied/renamed excel.exe file as the default" to open Excel files. The ideal way would be to set Excel to open the copied excel.exe. How can I do this?

    (I tried by setting that the extension .xlsx shall be opened by the copied excel.exe, but opening then my files via the Excel icon does not work correctly. Double click on the copied excel.exe opens up another/new Excel icon.)

    This workaround does not work for me. I get DLL errors when trying to open Excel2.exe or when I change the default and try to open a file. Office 2010 14.0.7177.5000 32bit.

    I miss Windows 7 :(

    Windows Explorer shows for my Excel 2013 file excel.exe: 15.11.2016 (25.137 kB)

    The problem clearly started after 15. November and opening Excel by a copy of my excel.exe solves the problem to a large extend (rest problem is more than 1 Excel window show no separation/differentiation between the Excel windows, this means when the mouse points on any of the open Excel windows only the last been active Excel window gets scrolled, but never the other Excel window).

    From both time and basically no problem on copied excel.exe I feel strong confirmation, that the problem is Windows 10 rather than Office/Excel.
