After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first. This is a major inconvenience. Is there a fix for this?

This program definitely helps - you just need to tick "Force Scroll Pages/Lines (If application does not respond to setting)" in Setup->Scrolling pane.
As to Microsoft - damn you!
I had posted this before, but for the benefit of those joining this thread recently, I downloaded and installed the x-mouse software, and it has worked perfectly for weeks. You can get it here:

This solves the scroll problem and I have not seen any other issues. My configuration:
lenovo Y50 touch
Windows 10 latest updates (as of 20170603)
8 GB RAM
Ryan. You know that guy from that Adam Sandler movie... what was it... 50 First Dates (or something like that). The guy with the 10 second memory? He introduces himself "Hi! I'm Tom!", and you introduce yourself in turn "Hi, Tom, I'm RBot." He asks about your day, and 5 or 6 seconds into your reply, whoops, there he goes again - "Hi! I'm Tom!" without the slightest indication that you've already been having a conversation.
Ryan, that's you, my man. I just spent 15 minutes reading all 8 pages of people jumping on with the same issue (which I'm experiencing as well, by the way). Then... then I got to your message, and I spit up my tea.
And when I looked closer, specifically at this portion of your post:
"We'll keep an eye out on your response."
Maybe you forgot you said that.
That's probably my fault. I, personally, didn't reply. So many other people did, with far more detail than I had, that I didn't need to answer.
However, if it'll get Ryan to notice, here I am...

achi230559. thanks for the very well-stated post. I'm guessing that this problem is way, way down on Microsoft's list of prioritized problems, below many other problems it that have been deemed to be more urgent. If this problem ever gets fixed, it will likely be due to some unrelated fix, or a new version of Excel, or a new version of Windows.
I was an embedded systems software engineer for many years. You might enjoy reading this related post about problem severity and problem priority, although I'm sure you're already familiar with the concepts.
