After Last Update Scroll Inactive Windows Doesn't Work With Excel 2016

After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first.  This is a major inconvenience.  Is there a fix for this?

    I am on a newer version that this with all updates.  Still broken for our company.  I did not want to read through all of this so If i double up my question I am sorry.  Is this only affecting 32-bit office on 64-bit windows or does it affect 64-bit on 64-bit.  We are using 32-bit office on windows 1802 64bit windows 10 version is 10.0.17134.112.

    Not here: only works when using excel and another program (e.g word) but NOT with two excel - windows.

    THIS APPEARS TO FINALLY BE FIXED.

    Updated this morning to Version 1803 (OS Build 17134.48) and, lo and behold, it's working again.

    Hello everybody!

    Yesterday I had another phone call and email from "my" Microsoft Support Engineer (Sorry, no names).

    As I have learned, this is one of the most direct path to the developers responsible for our Excel problem. Further comments are hardly necessary. I think everything has been said!

    I, for my part, will withdraw a little bit and wait for the build 17040 (see corresponding postings under the link above).

    This is insane ... I just read through a year's worth of posts and this still isn't fixed?!   I had an unrelated issue with Windows Update, so I am just now experiencing this issue for the first time.  As far as I know, recent Windows updates have not fixed this issue.  So, I'll add my voice to the chorus

    Problem: Scroll inactive windows does not work vis-a-vis Excel.  When Excel is the active Window, other programs do not scroll with mouseover.  When another program is active window, Excel does not scroll with mouseover.

    One thing that I noticed that I don't think has been mentioned previously: the problem starts pretty much the moment that Excel launches.  If you open Excel (e.g. from the start menu) and begin scrolling an inactive window, you'll notice it stop scrolling right when Excel begins to launch.  Not sure if it's important, but whatever the problem is, it's got to do with some presumably core part of Excel that is activated right when the program is launched.
