This is insane ... I just read through a year's worth of posts and this still isn't fixed?! I had an unrelated issue with Windows Update, so I am just now experiencing this issue for the first time. As far as I know, recent Windows updates have not fixed
this issue. So, I'll add my voice to the chorus
Problem: Scroll inactive windows does not work vis-a-vis Excel. When Excel is the active Window, other programs do not scroll with mouseover. When another program is active window, Excel does not scroll with mouseover.
One thing that I noticed that I don't think has been mentioned previously: the problem starts pretty much the moment that Excel launches. If you open Excel (e.g. from the start menu) and begin scrolling an inactive window, you'll notice it stop scrolling
right when Excel begins to launch. Not sure if it's important, but whatever the problem is, it's got to do with some presumably core part of Excel that is activated right when the program is launched.
