After the last Windows 10 update was installed, my scroll inactive windows setting for my mouse no longer works in Excel 2016 without selecting the window first. This is a major inconvenience. Is there a fix for this?

Fixed in insider build 17040. Now we just have to wait for it to go into stable release.

I'm currently having the issue with Excel 2010, and have been experiencing it for a while.

I've E-Mail-ed the request to my special contact at Microsoft and the message was read at 2017-11-15.
I can confirm that Excel 2010 (32-bit) does not scroll
