I notice a rather annoying problem with Excel 2016 - when scrolling using either a trackpad or mousewheel, the scrolling is not at all smooth. Instead, the scrolling is very jumpy. By jumpy, I don't mean that the scroll will go from point A to point B in a snap rather than a smooth motion. Rather, when initiating a scroll, the spreadsheet will sort of vibrate and bounce rapidly back and forth before the scrolling commence. The problem is particularly obvious when scrolling horizontally, and it sometimes won't scroll at all, no matter how many times I try. In such instances, the only way to move around the spreadsheet is either the arrow key or by clicking on the scroll bar. Sometimes initiating a scroll would cause a beachball to appear for a sec or two, and I'm on a Quad core 2012 Retina Macbook Pro. This is a persistent problem and has not be fixed in the last Excel update. This is also not a machine dependent problem, because I experience the same scrolling problem on my 13" Retina Macbook Pro as well. Anyone else having this issue?

Ditto for me. Same behaviour with magic mouse or trackpad.
I have large cells with text and scrolling through to read the cells below is near impossible.
I've logged a frowny-face response via the bug reporter in the top right.
Where is this frowny-face / bug reporter? My screen doesn't have that and I want to log it as well.
In Excel 2016, it is at the upper right corner... just below the Search Sheet input. It is a Smiley - designed by the MS glass half-full guys/gals - but it does toggle.

I've experienced the same issue, however, I've realized that it might not look like a bug, instead, it seems like the developers created a feature to fix a column or row after scrolling (I suppose the closest one) in order to do not visualize split columns/rows.
This does not work as a friendly feature, not even for mobile devices where users expect actually more freedom and inertia while scrolling.
I reported the issue in the smiley face.

This is clearly an issue.
The screen simple comes back to the previous area when you scroll twice without edit the document between those two scrolls. You need to keep scrolling and the screen keeps reluctant to obay the command.
And when you scroll just once, it actually "fix" the position on other to prevent the screen from showing half of a cell, but more appropriate would be just not let the screen divide the cell, instead of let the screen divide the cell and then fix the position.
Even more appropriate would just let is to be as it is on Office 2013.
Please accept my suggestion and remove this "feature" , which is an "issue".
This annoying issue is preventing me to use Excel 2016.
