A registry modification is in order. This registry modification will cause the "Note" Quick Action button to launch the OneNote Desktop application installed with MS Office.

    Windows Registry Editor Version 5.00

    [HKEY_CLASSES_ROOT\onenote-cmd]

    @="URL:onenote-cmd"

    "URL Protocol"=""

    [HKEY_CLASSES_ROOT\onenote-cmd\Shell]

    [HKEY_CLASSES_ROOT\onenote-cmd\Shell\Open]

    [HKEY_CLASSES_ROOT\onenote-cmd\Shell\Open\Command]

    @=""C:\PROGRA~2\MICROS~1\Office14\ONENOTE.EXE""

Each one of us may use the Windows Feedback app built into Windows 10 to let them know - I have.

    1. Just click in the search box and type the word feedback
    2. Choose the Windows Feedback app
    3. Once the app opens, type in the word OneNote in the search box inside the app
    4. Choose one of the existing items on the subject of OneNote to vote for, or raise your own issue

The more votes an item receives the more likely they will pay attention.

I have the same issue. Does anyone know if Microsoft is aware of this and whether they are working on a fix?

That's great, but it has nothing to do with the default note option . . . Seems that you should have the ability to fix that to go to a specific desktop app.   The problem with the Metro Onenote is that you can't choose which tab the new notes are created.  You can choose notebook, but not tab.  Very annoying.

ah yes. Sorry.  Somehow this post drifted and morphed into the problem I and some other were having.
