    Try this.

Open either the "open" or "open recent" buttons. Navigate to the folder you want. Highlight it and right click it. Choose "Pin to Quick access".

ThenĀ  click either "open" and browse or "open recent" buttons. In the left window, scroll to the top and you will see your folder in the "Quick access" section.

Not quite as handy but it works.

    This does not make sense.

Where do you go to set your preferred Office Program?

And you can't open a folder in Excel, only a file. It's the folder that I need to pin.

Set your preferred Office Program (e.g. Excel or Word) as default to open Office (Excel or Word, or ...) files.

Associate the program to the file type:

System -> Settings -> Default Apps -> Choose Default Apps by File Type.

Open the Folder or File in Excel or Word or ....

On the TaskBar, Select the File or Folder and select "Pin to This List".

    Voila..

Yes...this was the workaround I used as well (before seeing your post). Not perfect, but at least reduces the number of keystrokes necessary to save to preferred locations.

No, my files stay pinned except that a couple of times I've lost all of them at once - I think after updates.
