I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

The issue got solved by an online repair from the Programs and Features in the Control Panel.

Yes. When I would like to open an Excel file from Explorer, Excel starts and do not open my Excel file. However I found a solution for that issue.
Open Excel > click on File > Options > Trust Center > Trust center settings > Trusted places. Here I set my documents place(s) and it works fine.
I suggest to share this info for Office users because many of them are not aware about this solution.
Upload the file in Google Drive, open it in google spreadsheet, and then copy past.
WARNING: You will have to copy the formulas you used manually one by one.

It would be helpful to tell us which program to repair in order to make explorer open up excel/word files.
No, it's not a bug it's a feature. If you do the followings you can open your Excel files from a given location:
File --> Settings --> Data Security Center
Push the button on the right corner.
After pushing Data Security Center Settings you can see a dialog box. You should choose the Trusted places and can add your libraries where you store your Excel files.
It works really.
