I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

The issue got solved by an online repair from the Programs and Features in the Control Panel.

In general, repair solves these kind of problems.
I have exactly the same problem (Windows 10 and Office 2016), very annoying, I cannot open directly a file of Excel from outside the application, but I need to open Excel first and then open the file.
I have tried all suggestion which I have seen on the community, but it didn't work out and frankly speaking I cannot find on Excel (business & home version) the REPAIR command.
Anybody has some more suggestion?

I just installed the 1511 update yesterday and tried that and clicking on xlsx files will launch Excel and open them now. I did not need to try a repair.
Slightly different here: the file open in excel, but a blank window also opens. The blank window is called personal and is in the XLstart folder. If you close the blank window with X, it closes the actual file. and leaves the blank window open. Done quick
repair - no change - will try full repair later and report back. Windows 8.1 x64 fully patched.
