I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

Do you find this issue only with Excel?
Please check if you’re able to open the Excel files within the application.
To check that open Excel > File > Open > Browse for the files locations.
If you can open files within application then this might be an issue with the file association not set to Excel application.
Please follow the below mentioned steps to correct the file association and check if that helps.

Unfortunately this does not work. Excel 2016 will open the file ONLY FROM WITHIN THE APPLICATION but not otherwise. The application will open to a blank screen. I saw another suggestion elsewhere about "IGNORE DDE" but this option was not selected anyway in the app and therefore is not the issue. Open to other suggestions. Thanks.

I am having the same problem. I also tried resetting the file association back to excel but it did not work.
I am having trouble with all types of file extensions (.xlsx, .xls etc)
Any additional thoughts.
Forgot to mention that I am running Windows 7 Professional and have installed all of the current updates for both windows and office 2016
