I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

    Try this:

Open Excel w/o any files --> Choose Settings --> Trust center --> Trusted location.

Here you can add all your trusted places where Excel can open its files from Explorer.

    It works very well.

This worked for me, having been unable to open Office files direct from Explorer.  But it involved a full re-install of all the Office programmes, which took about 1.5 hours.  So be prepared for this.  And obviously you can't use any of the programmes while it's in process.

Thanks.  The local repair in Programs and Features in the Control Panel fixed my problem with Excel.
