I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

a "quick fix" under the repair options in programme manager worked for me.
I've tried those steps but doesn't work for me.

Do you find this issue only with Excel?
Please check if you’re able to open the Excel files within the application.
To check that open Excel > File > Open > Browse for the files locations.
If you can open files within application then this might be an issue with the file association not set to Excel application.
Please follow the below mentioned steps to correct the file association and check if that helps.
- Right click on any of the Excel file.
- Select ‘Open With’ from the pop-up menu.
- Click Choose default Program.
- Select Microsoft Excel in the Programs box.
- Check the option ‘Use this app for all .xlsx files’.
- Click ok and try to open the file.

I cannot open an excel file with extension .xls. It tells me to go to 'setting' , 'Systems', default alps.
The problems is there are no apps available for selecting excel2016 as the program lto use in opening the file. I can open the file if I use excel2016 program, but not from 'file explorer'. The only thing it does is to try to sell me the 'open excel' app. I don't need to buy it since I already have the excell2016 program.
the permanent Solution for the problem is that you have to go to
file tab-->options-->Trust center-->Trust center Settings-->Protected View-->under this tab uncheck all the boxes
And have a nice excelling
No this is not the 'permanent' solution it's no solution at all
