I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

The issue got solved by an online repair from the Programs and Features in the Control Panel.

Exact same problem with Windows 7 Pro but the support link and Full Repair fixed.
Excel is not listed as and option. I only what xml converter. Who i get Excel to be an option?
