I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

I just installed the 1511 update yesterday and tried that and clicking on xlsx files will launch Excel and open them now. I did not need to try a repair.
I have exactly the same problem (Windows 10 and Office 2016), very annoying, I cannot open directly a file of Excel from outside the application, but I need to open Excel first and then open the file.
I have tried all suggestion which I have seen on the community, but it didn't work out and frankly speaking I cannot find on Excel (business & home version) the REPAIR command.
Anybody has some more suggestion?

Forgot to mention that I am running Windows 7 Professional and have installed all of the current updates for both windows and office 2016

Unfortunately this does not work. Excel 2016 will open the file ONLY FROM WITHIN THE APPLICATION but not otherwise. The application will open to a blank screen. I saw another suggestion elsewhere about "IGNORE DDE" but this option was not selected anyway in the app and therefore is not the issue. Open to other suggestions. Thanks.
