Excel 2016 will not open file from file explorer

I cannot get Excel 2016 to open and run a file by clicking on the file from File Explorer. Is there a bug?

The issue got solved by an online repair from the Programs and Features in the Control Panel.

    Like the rest of the folks 

    1- I disabled the DDE 

    2- I associated all the files to be used by default with excel 

    but it didnt work. 

    The only thing that worked was that the office repair option

    I am on Windows 10 and online repair worked for me.  The .xls extensions were white like they did not have an association even though they would attempt to open in excel and showed association correctly in "Choose default apps".
