Margins change between desktop and mobile

1. Yes, the article doesn't really cover exactly the problem, but then I have not yet found one - hence my presence here.
2. PDF and images will not do what I want to do, as I have stated many times in the past.
3. I believe that what you mean is that the content of the header is different from the header element which will take up space whether it is empty or not. Of course. And when I remove a header I do so by removing the element itself and not just deleting the text therein - I understand your point on this as it happens to many (I've done it in the past myself).
4. As for the lawyerlist, you did send her to the same article as you sent me. In any case, let's go back to point 1 on this - I haven't yet found an article dealing with this. I do like Shauna's article and have seen examples of what she describes in the past, but it unfortunately didn't help in this case.

I totally agree with you about Word for Android. I only wanted to use it in this case. To be quite frank, and I hope no one will shoot me for saying this after all this discussion, I have no intention of editing documents or collaborating with Word for Android. But this particular situation did come up. I did encounter this very strange situation which I could neither explain nor resolve, and having searched endlessly and in vain for other cases I brought it here. It very honestly seems like a bug, unless there is an esoteric manipulation which has to be done.

As you say, let's wait for Stefan and Doug because they seem to have a huge amount of knowledge in the World of Word (oh I like that phrase).

Maybe there's something don't know: if I have removed the header and footer, is there still a distance of the header and footer from the edge of the page? I wouldn't know how to measure that if there was.

Yes, the top and margin setting is less than default (narrow setting in your description, rather than normal which is 25mm). I had no idea that Word can not handle anything less than 12.7mm - in the old days it was limited to printer drivers, which would give a warning dialogue.

So, if we set the margin to less than 12.7mm, it will save fine, will print fine (because it does), my laptop will love it, but Word for Android, rather than increasing the margin or giving a warning, will "correct" it by inserting an empty header? A strange choice for a developer to find as a fix.

Thanks for trying, Charles. 0.2 inches is 5mm. You do give a valid new parameter - Dropbox rather than SkyDrive (view probably, hopefully won't change anything). I'll take a look at that next.

Again, I could not reproduce your problem using Word 2013 on my computer and Word for Android on my phone using Dropbox as storage.

I was going to point out that you haven't answered the question about the setting for header distance from the edge, but as far as I can tell, in Word 2013, this setting has no effect if there is nothing in the header. You may as well check it, too, though.

Once the Header\Footer pane has been accessed, as appatently it was in this case to remove the header, there will always be an empty paragraph in the header and footer and the distance of that paragraph from the edge of the page will be the distance specified on the Layout tab of the Page Setup dialog.  If that distance is more than the margin setting, the margin can be offset. 

While that may not happen on the computer on which the document was created, it will most definitely occur if the document is re-laid out on another device.
